The U.S. Department of Transportation’s Federal Transit Administration (FTA) has announced a Notice of Funding Opportunity (NOFO) for the FY 2026 Low or No Emission Grant Program (Low-No Program), which provides approximately $589 million in competitive funding to help transit agencies purchase or lease low- and zero-emission buses and develop the supporting infrastructure needed to operate them. The program supports projects that modernize public transit fleets, improve safety, reduce emissions, and enhance mobility through investments in clean transportation technologies.
Eligible applicants include states, local government entities, and federally recognized Tribal governments, with funding available for low- and zero-emission buses, charging and refueling infrastructure, maintenance facilities, and related equipment. Federal funding generally covers 80 percent of eligible project costs, with higher federal shares available for certain accessible vehicles and facilities, and zero-emission projects must dedicate a portion of funding to workforce development. Applications are due September 21, 2026, and must be submitted through Grants.gov, with proposals evaluated based on factors such as demonstrated need, project benefits, planning, local financial commitment, implementation strategy, and technical capacity.
