The U.S. Department of Energy (DOE) has announced the FY 2026 Energy Technology Innovation Partnership Project (ETIPP): Coastal, Remote, and Island Community Technical Assistance Program, which provides technical assistance and direct funding to help communities develop more affordable, reliable, and resilient energy systems. Through ETIPP, DOE National Laboratory researchers and regional partner organizations work with selected communities to address challenges related to energy generation and storage, energy efficiency, transmission and distribution, workforce development, and energy planning. The program offers two assistance tracks: Strategic Energy Planning, which provides 4 to 8 months of support and up to $20,000 in direct funding to develop community energy goals and action plans, and Deep Dive, which provides 12 to 24 months of technical assistance and up to $50,000 in direct funding for advanced energy analysis and project planning. Selected communities receive guidance from national laboratory experts and regional partners to develop actionable strategies that strengthen energy resilience and affordability.

Eligible applicants include local governments, federally recognized Tribes and Tribal organizations, community-based organizations, special purpose districts, academic institutions, municipal utilities, and electric cooperatives. Applicants must meet at least one geographic or demographic eligibility requirement, including being located on an island, in Alaska, within 50 miles of a coastline or the Great Lakes, in a community with fewer than 50,000 residents, or representing a federally recognized Tribe. Applications are due November 18, 2026, at 11:59 p.m. Mountain Time (MT) through the ETIPP online application portal. Proposals will be evaluated based on criteria including community energy challenges, project suitability, community and utility engagement, team qualifications, potential impact, replicability, and coordination with regional partners. Stakeholder Support Forms and Utility Letters of Support must also be submitted by the application deadline.
