New SIB Report Now Available


The Build America Center, in partnership with Rebel Group, has released a new report titled Status of Major State Infrastructure Banks: Overcoming Challenges and Leveraging Successes. This publication provides a comprehensive review of federally-capitalized State Infrastructure Banks (SIBs), identifying persistent barriers to utilization as well as the strategies that have enabled high-performing SIBs to thrive.

Drawing on data analysis and interviews with six SIBs, the report outlines key operational trends, such as staffing capacity, marketing limitations, and the trade-offs posed by alternative funding sources like grants. It also highlights best practices—including the importance of staff expertise, effective outreach, gap financing strategies, and simplified loan processes—that have driven success in states like Texas, Florida, and Ohio.

In addition to operational insights, the report offers policy recommendations to enhance SIB performance nationally. These include revisiting federal regulatory requirements, increasing access to tools and peer exchange, and exploring new capitalization strategies.
