The P3 Conference & Expo (P3C) is the nation’s premier annual gathering focused on advancing public-private partnerships and innovative infrastructure delivery across the transportation, energy, water, and social infrastructure sectors. Each year, P3C brings together public-sector leaders, private developers, investors, advisors, and policymakers to explore emerging trends, share best practices, and strengthen collaboration in alternative project delivery.
As the infrastructure landscape evolves and market conditions continue to shift, public agencies face a growing challenge: how to effectively combine federal grant funding with private capital and innovative delivery methods. This March, the Build America Center (BAC) will host an exclusive three-hour, hands-on workshop at the P3 Conference & Expo (P3C) designed to help public-sector leaders modernize their project delivery pipelines and maximize funding efficiency.
Moving beyond theory, the workshop will introduce participants to three high-impact tools shaping the future of infrastructure delivery: the newly released Value for Money (VfM) Principles and Standards for evaluating Public-Private Partnerships, the Grants+ ecosystem for identifying and stacking federal funding opportunities, and practical strategies for leveraging Opportunity Zone financing to unlock private investment in public infrastructure. Through applied examples and guided exercises, attendees will gain actionable insights they can take back to their agencies immediately.

By the end of this workshop, participants will be able to:
- Standardize P3 Decision Making: Apply the BAC Value for Money (VfM) Principles and Standards to rigorously evaluate whether a Public-Private Partnership offers better value than traditional delivery, ensuring fiscal accountability.
- Accelerate Grant Identification: Navigate the GrantsPlus.ai platform to leverage various resources in matching local project needs with complex federal competitive grant criteria and stacking capital effectively.
