As we reflect on the 2024–2025 program year, the Build America Center (BAC) continues to serve as a trusted national resource for advancing innovative infrastructure financing and accelerating project delivery. Under an evolving federal landscape, the BAC made significant strides to empower state, local, and tribal governments with tools, knowledge, and technical assistance.

One of our most impactful achievements was the release of the Value for Money (VfM) Standard—a long awaited milestone that establishes national best practices for assessing Public-Private Partnerships (P3s). This resource provides clarity and rigor to guide agencies and industry alike in structuring transparent, accountable, and fiscally sound infrastructure deals.

This year also saw the launch of Grants+, a dynamic digital tool designed to help public agencies navigate the growing ecosystem of federal funding opportunities. By linking project needs with appropriate financing and delivery strategies, Grants+ equips local leaders with actionable pathways to deliver complex transportation projects.

Our outreach and education efforts have reached unprecedented levels. We produced over 15 video features highlighting IIJA’s transformative impact on local economies and communities. The BAC organized more than 20 training events and workshops that reached thousands of public officials and infrastructure professionals across the country. We directly assisted over 20 local governments with customized technical support, helping them secure more than $170 million in competitive federal grants.

In another major milestone, we hosted the first-ever State Infrastructure Bank (SIB) Symposium, building a collaborative space for sharing operational strategies, best practices, and policy insights. The event marked a critical step in revitalizing SIB programs as vital tools for flexible, revolving infrastructure finance.

Looking ahead to 2025–2026, the BAC will double down on its mission. We will expand access to innovative finance mechanisms, including GARVEE, SIBs, and credit assistance tools. We will publish evidence-based studies to inform infrastructure policy and support smarter investment decisions. Most importantly, we will continue strengthening our partnerships with federal agencies, state DOTs, local governments, and private sector stakeholders.

With every milestone, we remain guided by a simple belief: infrastructure investment is not just about concrete and steel—it’s about creating opportunity, equity, and economic resilience in every community we serve.
