Event Description

The webinar provided an accessible introduction to the managed lanes concept and illustrated the wide variety of strategies for improving traffic flow by controlling access, placing restrictions on the types of vehicles or minimum vehicle occupancy, and charging users of the facility. To help showcase different approaches that have been taken with regard to the development, funding/financing, and operation of priced managed lanes projects in the United States, the webinar featured practitioners discussing their projects in Minnesota, Virginia, and Florida. The presentation also described the resources and support that can be provided by the FHWA Offices of Operations and Innovative Finance Support and the BATIC Institute, and was followed by a Question & Answer period with the practitioners and experts.

Speaker Biographies

JENNIFER BRICKETT

Director, BATIC Institute: An AASHTO Center for Excellence

Jennifer Brickett has ten years of experience working in the transportation industry. Prior to serving as the Director of BATIC Institute, she was a member of AASHTO’s environment team. In this role, Jennifer managed all technical assistance and policy support in the areas of extreme weather, climate change, and air quality. She directed a technical assistance program to help State Departments of Transportation respond to and prepare for extreme weather events. She also supported the Center for Environmental Excellence by AASHTO, a cooperative agreement with FHWA. Prior to her work at AASHTO, Jennifer was a consultant at ICF International, supporting policies and programs that reduce transportation emissions. Jennifer has a B.A. in Environmental Economics from Colgate University and an M.S. in Environmental Sciences and Policy from The Johns Hopkins University.

DAVID UNGEMAH

David Ungemah, the national practice manager of Parsons Brinckerhoff’s managed lanes practice, is an internationally-recognized expert in congestion pricing, toll systems, managed (express or HOT) lanes, high occupancy vehicle lanes, active traffic management, and transportation demand management. He has extensive managed lanes experience from planning through operations and has worked directly on road pricing projects in Colorado, North Carolina, Washington, Arizona, California, Texas, Minnesota and New York, including serving as project manager for the development and implementation of the I-25 Express Lanes in Denver, which opened to paying customers in 2006. David is the current chair of the Transportation Research Board (TRB) standing committee on Congestion Pricing, and helps guide the nation’s research agenda in these topics.

KENNETH R. BUCKEYE, AICP

Program Manager, Office of Financial Management, Minnesota Department of Transportation

Ken Buckeye is a Program Manager in the Office of Financial Management with the Minnesota Department of Transportation (MnDOT). Ken has more than 25 years of experience in transportation planning and project management covering nearly all modes of travel. His work at MnDOT has focused on value pricing alternatives as a means to manage demand and to help finance transportation systems. He is currently leading the department in the area of strategic financial planning. Ken has a BA in Urban Affairs and Business Management from St. Cloud State University and a Master’s Degree in City and Regional Planning from Southern Illinois University.

LARRY O. CLOYED, PMP

Express Lanes Manager, Northern Regional Operations, Virginia Department of Transportation

Larry Cloyed is a senior project manager for the Virginia Department of Transportation (VDOT) and served as VDOT’s Project Manager for the $2 billion I-495 Express Lanes. Larry currently oversees VDOT’s role in operation and maintenance of the Express Lanes. Previous to the Express Lanes Project, Larry served as project manager for the Springfield Interchange Improvement Project. Larry has worked for VDOT for 28 years. Larry holds an Associate degree in Civil Engineering, a Masters Certificate in Contracting and Procurement Management from the University of Virginia, a Masters Certificate in Project Management from The George Washington University, and is a certified PMP from The Project Management Institute.

DEBORA M. RIVERA, PE

Director of Transportation Operations, District Six, Florida Department of Transportation

With more than 30 years of transportation experience, Debora M. Rivera has served as the Director of Transportation Operations for Florida DOT District Six since 2008. In this capacity, Rivera is responsible for all construction, traffic operations, and maintenance activities in Miami-Dade and Monroe Counties.

Since her appointment, Rivera has played an important leadership role in the DOT, serving on many task teams and leadership committees. She has championed transparency in the procurement and selection process and remains strongly committed to developing positive relationships with the consulting and contracting industries. Rivera is dedicated to improving employee satisfaction and engagement and works with local universities, mentoring students and occasionally serving as a guest lecturer.

Rivera received both a bachelor of science degree in engineering and a master of business administration degree from the University of Florida. She is a registered Professional Engineer, a member of the Institute of Transportation Engineers, and a member of the Florida Engineering Society, where she serves on the Board of Directors for the Miami Chapter. Rivera is a past recipient of the department’s Ben G. Watts Leadership Award and received an Outstanding Achievement in Project Management Award from TRB.

ANGELA JACOBS

Congestion Pricing Manager, FHWA Office of Operations

Ms. Jacobs has worked in the transportation planning field for over 25 years at the Federal, State and Local level. She began her career with the Virginia Department of Transportation in 1990. Ms. Jacobs then spent 7 years working as a Special Assistant to the Director of the Fairfax County DOT prior to joining FHWA in 2000. Ms. Jacobs’ work assignments include managing the Value Pricing Pilot Program. From 2010 – 2015, she managed the evaluation of the six multimodal project sites under the Urban Partnership Agreement and Congestion Demonstration Programs. Ms. Jacobs works closely with project partners to share lessons learned on topics related to congestion pricing, traffic incident management, equity and the importance of integrating transit into tolling projects. In 2016, Ms. Jacobs was named the project manager for the Surface Transportation Systems Funding Alternatives Program under the FAST Act.

She earned her undergraduate degree from the College of William and Mary a Masters in planning from Clemson University.
