Project Closeout Mapping

Event Description

The Federal Highway Administration (FHWA) has facilitated a process mapping exercise for the project closeout and funds management process in seven states. State DOTs have used the mapping exercise to identify barriers, bottlenecks, communication gaps and redundancies that lengthened the time needed to close a Federal-aid project. They also realized how a more active funds management process could result in releasing excess obligated Federal funds earlier in the life of the project, allowing them to be used for other Federal-aid projects.

Jeffrey Blais from FHWA discussed the project closeout process and Patrick Kirby with the FHWA Vermont Division Office and Mike Lozier with the Vermont Agency of Transportation, as well as Jessica Patterson with the Ohio Division Office and Alana Haberman with the Ohio Department of transportation reported on their work processes and best practices. Project closeout and funds management process mapping is a valuable tool that can aid State DOTs in reducing unobligated funds and improving project closeout processes.
